With the caveat of excluding someone who is on the field during a professional sporting event, I think this is a well-known truism.

Aaron DeLashmutt, Patrol Captain for the ISU Police Department, said that Hogue's black Nissan was seen parked in the parking lot of the North Central Regional Plant Introduction Station, which works in cooperation with Iowa State, particularly the agronomy department. Because the site is technically still part of the ISU campus, the jurisdiction fell to ISU police. DeLashmutt characterized a parked car in that area as "somewhat suspicious at that time of night."
"We approached the vehicle and the driver got out," DeLashmutt explained. "[Hogue] smelled strongly of alcoholic beverage, his speech was slurred, and he admitted to consuming alcohol early in the night."
DeLashmutt added that field sobriety tests were then administered, at which Hogue performed poorly. Hogue was then put under arrest for OWI and transported to the Story County jail.
