The NCAA was close to dropping the entire Bruce Pearl Tom Davis Iowa doctored audio tape when LaPhonso Ellis said that he too received an offer of $80,000 and a Chevy Blazer from Jimmy Collins. The crooks at the NCAA said "Hey, that's the same dollar figure and the same make and model of car that Illinois offered Deon Thomas. Maybe there's something to this."
Until Collins' lawyers got the court to order the release of the phone records from the basketball offices in Iowa City and South Bend and the NCAA offices (then) in Kansas City did everything start to look like a conspiracy to frame Collins and Illinois. When Pearl's former Boston College roommate who was on the NCAA enforcement staff told Pearl that his tape of Deon Thomas was about to get thrown out, Pearl called Digger Phelps and told him that he needed to get Ellis to accuse Collins of making illegal $80K and Blazer offer. Ellis eventually recanted the lie and cried like a baby saying he was sorry and Ellis' grandmother told the NCAA that it was Pearl who actually made the offer of a better house and cash.
The NCAA knew that Pearl was a liar and now they had another liar in LaPhonso Ellis (obviously put up to lying by Digger Phelps) and in order to save face they came up with the Lack of Institutional Control charge at the 11th hour in order to put Illinois on probation and limit Illinois to two scholarships per year for two years. The LOIC charge was after the entire investigation (which dragged on for years) and the Illinois coaches and their lawyers had no opportunity to defend themselves from that particular charge.
At no time was Ellis rumored to be interested in transferring to Illinois. Ellis was a heavy lean to Illinois while at EStL Lincoln until he watched Kenny Battle destroy Missouri in the Braggin' Rights game in StL because he thought he would play small forward at Illinois. Henson and Collins told him that he wouldn't be competing with Battle for minutes because he would be a 4/5 player. Digger told Ellis he could play small forward at ND and then played him down low on the block for four years.

I detect a great deal of Jimmie Pullhard in this new Illinois AD.
While I don't think Lovie is really going to take Illinois anywhere, the most important thing for the program was to make people care that they exist. Lovie certainly checks that box, and look for Illinois to get a bunch of fawning coverage from pockets of the Chicago media the first year.
Lovie is an excellent coach, and he was given a raw deal in Chicago, and an even rawer deal in Tampa. However, dropping him in rural Illinois in his late 50's an expecting him to breathe life into a nearly dead program when he hasn't coached in college for 20 years is a hell of a task.
