They can still use the dogs during a stop provided they do so within the time a stop without the dog would take. What's kind of interdasting is if I ain't mistaken police can choose to arrest you and place you into custody for simple traffic violations if they want. Typically you sign a promise to appear on sight and are released on your own but if the officer choses he can arrest you and require you to see a judge before being released if they feel you are not likely to appear on your own, or if they just got a huge hard on for you. What's to stop an officer from doing this and simply using a dog to sniff after the fact?

It's not really about the extra detention time. It's about them using extra detention time to try to manufacture probable cause.
I dunno tho...a fucking Mexican driving erratically through Nebraska oughta be enough for the cop to establish reasonable suspicion under US v. Sokolow.
