That's a total Hightower homerism call where he would blow the whistle like 6 times, exaggerate the block sign, point to the defender and bask in adoration from the home fans. The offensive player clearly initiated the contact with a retreating defender. The defender's feet were totally set for a good fraction of a second before he jumped to try to save himself from looking like Lt. Dan from the hit documentary Forest Gump.
