This is a poll tax, defined. If the state wishes to impose an ID requirement, the state shall provide such ID free of charge, or the law is void.

People think that SCrOTUS flushed the Voting Rights Act down the toilet. They didn't. They got rid of Section 2 preclearance for specified jurisdictions with a history of discrimination. They didn't get rid of the rest of the Act.

They didn't give the green light to poll taxes.
